EXPRESS ENTRY

Express Entry is a simplified, fast and efficient immigration selection system offering permanent residence to qualified skilled workers to Canada. It applies to the following economic class programs:

FEDERAL SKILLED WORKER PROGRAM.

:Candidates eligible under this program must have work experience in a skilled occupation and reach a certain point’s threshold based on their human capital factors.Mandatory: 1 year Experience, individual 6 in IELTS general Module & proof of fund

FEDERAL SKILLED TRADES PROGRAM

Candidates eligible under this program must have two years of qualified work experience in a skilled trade in the last five years.

CANADIAN EXPERIENCE CLASS

Candidates eligible under this program must have at least one year of skilled, professional or technical work experience in Canada within the last 36 months

PROVINCIAL NOMINEES.

This allows provinces to nominate individuals who wish to immigrate to Canada and who are interested in settling in a particular province. Provincial Nomination is an important fast-track option for Canadian Permanent Residence

GET EXCITED FOR EXPRESS ENTRY

Citizenship and Immigration Canada (CIC) recently announced that Canada's long awaited expression of interest program will be opening in January 2015. The new program, “Express Entry,” is exciting for skilled workers around the world who are interested in immigrating to Canada.

The new program will involve many improvements to Canadian immigration, including quicker processing times, greater accessibility to applicants from a wider variety of different fields, and a greater focus on the quality of applications

The Express Entry system will be the first step to immigrate to Canada under these programs. Potential candidates will be able to complete an Express Entry profile at any time once the system is online. Note that there will be no deadline to complete a profile and there will be no caps on the number of candidates that will be accepted to the pool.

Anyone who is accepted into the Express Entry pool could get an Invitation to Apply for permanent residence. Draws to invite candidates to apply are expected to take place at regular intervals over the course of each year. We will only pick the top ranking candidates regardless of when they were accepted into the pool. If you have been invited to apply, you will have 60 days to submit a complete Application for Permanent Residence online.

Express Entry will launch at 12 noon EST January 1st, 2015. The first draw for an invitation to apply is planned for the last week of January.

WHAT IS EXPRESSION OF INTEREST AND EXPRESS ENTRY?

An expression of interest program is an immigration program where an applicant documents their credentials (education, work experience, qualifications, etc.) and provides an explanation of their interest in working and living in a given country for expedited processing. Canada's expression of interest program, Express Entry, is inspired by a similar model originally developed in New Zealand and recently adopted by Australia.

Express Entry has been compared to applying for a job through one large central organization, Canada, who then presents the applicant's resume and credentials to smaller organizations, such as Canadian Provinces and employers.

HOW WILL THE PROGRAM WORK?

Under Canada's Express Entry system, after an application is received it will be entered into a pool or database of candidates for review or selection by an interested “selector.”

MOVING FROM THE OLD SYSTEM…

  • Average of 12-14 months to process an application

…TO EXPRESS ENTRY

  • CIC will select candidates that are most likely to succeed in Canada, rather than the first in line
  • Express Entry candidates with a valid job offer or P/T nomination will quickly be invited to apply(ITA) for permanent residence
  • In 2015 (exact date TBC), the new Job Bank will connect Canadian employers with a pool of skilled foreign national candidates if they can’t find Canadians or permanent residents to do the job
  • Express Entry candidates will benefit from processing times of six months or less.

STEP 1: EXPESS ENTRY PROFILE

* Candidates can promote themselves:

  • They will be encouraged to signal their presence in the Express Entry pool to recruiters, on private sector job boards, participate in job fairs, contact Canadian employers directly, etc.
  • Registration with Job Bank will be required unless they have a valid job offer or PT nomination

EXPRESS ENTRY POOL

* All candidates in the Express Entry pool will be assigned a score according to their skills,education and experience
* Candidates profiles can remain in the pool for up to 1 year

  • At the one year mark, candidates will be asked if they would like to resubmit their profile
  • Candidates can update their profiles at any time if their circumstances change, which may change their score

* Candidates in the pool will be ranked against others in the pool according to their score
* CIC will draw those candidates ranked highest at a given time from the pool (frequency and volumes to be determined)

WHAT IS THE COMPREHENSIVE RANKING SYSTEM (CRS) AND WHY IS IT NECESSARY?

  • The Comprehensive Ranking System (CRS) is a scoring mechanism tied to best predictors of economic success
  • The CRS allows CIC to rank and sort submissions within in the Express Entry pool to identify the candidates mostly likely to achieve high employment earnings based on their profile (age, education, language skills, Canadian work experience) and/or a job offer or provincial/territorial nomination
  • CRS ranking allows the highest scoring Express Entry candidates to be invited to apply regardless of when they entered the Express Entry pool, instead of processing on a first-come, first-served basis.

CRS STRUCTURE

The CRS is divided into four components:

1. A core set of human capital factors that drive economic outcomes:

  • Age
  • Level of Education
  • Official Language Proficiency
  • Canadian Work Experience

2. Spouse or Common-Law Partner factors
3. A set of skills transferability or interaction factors that amplify the core set
4. Additional points awarded for those with a PT nomination and/or arranged employment

  • Each factor will be assigned a points scale weighted to best reflect evidence on outcomes
  • While the CRS is envisioned as a relatively stable component of the Express Entry system, and will be enabled through Ministerial Instructions, it may be changed over time as outcome data becomes available
  • No one can exceed a maximum of 1200 points
  • By setting a high total the number of potential ties is reduced

STEP 2: INVITATION TO APPLY (ITA)

  • Candidates with a job offer or a provincial/territorial nomination will be given additional points to ensure they are drawn from the pool
  • They will quickly be offered an Invitation to Apply (ITA) for permanent residence (PR);
  • Candidates will have 60 days to submit their complete electronic application for permanent residence
  • At application, CIC will verify candidate eligibility and admissibility criteria
  • Express Entry candidates will benefit from processing times of six months or less.

INVITATION TO APPLY MECHANICS

  • Whether an Express Entry candidate is issued an Invitation to Apply (ITA) is determined using a transparent, public and objective methodology: The Comprehensive Ranking System.
  • Ministerial Instructions will be posted online and will contain the date and time of each draw, the number of candidates that receive an ITA, and if it applies, which specific immigration program(s) were included in the draw.
  • All draws will be based on candidates’ rank in the pool whether the draw is for a specific immigration program or simply the top ranked candidates in the pool overall.
  • After each draw, CIC will communicate the lowest points score included in the draw.
  • If a candidate does not receive an ITA, they will be able to visit the CIC website and see how they fared against the cut off score.

INVITATION TO APPLY TIMING

  • The first draw is proposed for the last week of January.
  • Draws will be held as needed to meet annual levels targets.
  • Initial expectations are that draws will occur regularly throughout the year with approximately 15 to 25 taking place overall.
  • It should be noted that the timing and the number of candidates invited in each draw may vary, allowing CIC to take into account fluctuations in the labour market or the number of candidates in the pool etc.

PROVINCES AND TERRITORIES = KEY PARTNERS

  • Provincial and territorial (P/T) nominations will continue under the new system.
  • P/Ts will be able to nominate candidates who meet their unique regional labour market needs.
  • When an Express Entry candidate is identified through a PNP, they receive additional points in the ranking system and will be quickly invited to apply for permanent residence.
  • CIC will process most applications in six months or less.
